An odd thing in an odd place

In the past, Tom and I traveled through Utah via Mesquite, Nevada. We stopped and visited in a few quilt stores in St. George, Utah; a nice enough town. Walking along the streets of St. George, we came upon this strange thing just plunked down alongside a parking lot. Don't know anything about it but it was kind of cool but kind of out of place.
